Carlos H. Pérez, MSCE, PE

President

An FIU Graduate who since 1986 has been a consultant working state-wide for the Florida Department of Transportation. Carlos' career began as an employee of Florida International University managing the training efforts to transition FDOT's Roadway Design and Plans Production efforts from paper  to CADD. Carlos developed all the original training material used to train Engineers and Technicians - in all offices within the department.  In 1992, Carlos left FIU to his own firm, A & P Computer Training Corporation (APCT), which successfully continued the training efforts until December 2000. While managing APCT, Carlos registered, in 1995, A & P Consulting Transportation Engineers (APCTE) and began performing project management duties, roadway design training and developing construction documents for the implementation of improvements to the State Highway System.  In May 2004, after successfully growing APCTE from 3 to 40 employees, Carlos started C H Perez and Associates Consulting Engineers, Inc. (P&A) with the goal of providing multi-disciplinary services (Planning - Design, Drainage & Structural - Surveying & Mapping - Traffic Safety and Operations - Construction Engineering Inspection) to his clients. Today, Carlos's main goal is to ensure that all P&A' clients receive the best possible services while adhering to established schedules, scope of work and budget. Carlos' experience in, as well as comprehensive understanding of, the use the latest software technologies used by the industry ensures that his staff stays up-to-date in the clients requirements for such.

Francisco "Frank" L. Nuñez, PSM

Associate | Vice-President / Surveying & RW Mapping Manager

Frank joined C H Perez in 2004 to head the Surveying Department and brought with him experience in the fields of surveying and right-of-way mapping that began in 1980. His experience includes the development of work schedules, assignment of duties to field supervisors, field and office coordination for a large number of projects both as FDOT staff and as a consultant. Frank is very  familiar with the procedures required to ensure the quality of the electronic deliveries. His knowledge of surveying within the FDOT Surveying community speaks for itself.  Frank has been involved over the past twenty years in the surveying of multiple complex critical projects for FDOT District Six and Four and is currently the lead surveyor involved in the construction surveying effort of the SR 836/I-395 Port of Miami Tunnel "Project" which recently finished its first stage to realign eastbound I-395 traffic within Watson Island to provide the space for the tunnel opening within Watson Island.

Aurelio Matos, PE

Associate | Vice President / Director of Construction Services

A BSCE graduate with Post-Graduate Studies in Construction Engineering & Management from the New Jersey Institute of Technology, Aurelio joined CHPerez in September 2012 and brought with him over 25 years of experience in the Transportation Engineering field, specializing in project management, construction engineering, inspection and management (CEI&M), as well as minor transportation engineering design. Aurelio has worked on several multi-million dollar roadway, bridge, and utility projects, completing close-out packages for construction projects since 1985. He is a recipient of the 1999 FDOT/FTBA Rural Construction Award for his work on the SW 137th Avenue (Tallahassee Road/Speedway Blvd) construction project and recipient of the 2002 FDOT/FTBA Major Interchange Award for his work on the SR 826/NW 58th Street Interchange project, both in Miami-Dade County.

Alejandro "Alex" G. Meitin, PE

Vice-President / Civil Department Manager

A UM Graduate who joined C H Perez in 2009 to manage the Roadway and Civil Departments and brought with him over 22 years of experience in the design and construction of highway facilities ranging from limited access facilities to design of municipal streets, arterial roadways and minor intersection improvements.  His experience involves all phases of urban and rural highway design including vertical and horizontal geometry, right-of-way, drainage design, utility relocation design, MOT design, signage and pavement marking design, and cost estimates.  He has experience in the construction of projects ranging from minor resurfacings of arterial roadways to reconstruction of limited access facilities.  Alex began his career as a PE Trainee in FDOT District 6 and remained with the District for 11 years leaving as a design project manager in Internal Design.  He then went to work for the private sector in a worldwide engineering firm for over 10 years where he ran the design department and was responsible for projects ranging in complexity from minor design to major limited access facility reconstruction projects.  He has been with CH Perez for 2 years where he serves as Vice President and Civil Department Manager and overseas the production of all roadway plans for the firm.

A MSCE FIU Graduate with a Civil Engineering Degree from the Military University Nueva Granada of Bogotá, Colombia, Keffler joined C H Perez in 2005 and currently has over 9 years of experience in traffic and transportation engineering. Keffler has been involved in the preparation of many traffic safety and impact studies, and projects for the FDOT Traffic Operation Office. He has over for 5 years of experience in the coordination and training of technicians for traffic data collection. He also has been involved in several railroad projects for the FDOT Public transportation office and the evaluation and resolution to Citizens and Officials complaints regarding ADA Compliance along the State Highway System.

Jenny M. Toruño, PE

Project Engineer

A MSCE FIU Graduate who joined C H Perez in 2007, currently has over 8 years of experience in roadway design and bridge maintenance. Jenny has been involved in the development of concept plans for the MDX facilities prior to the implementation of ORT as well as ADA compliance and intersection improvements for FDOT. Over the past six years, she has managed the structure inspections and repair process for all MDX structures including the generation, issuance, and tracking of Structures work lists for maintenance and work program contractors.

Senior Project Manager

Ike joined C H Perez in 2007 and brought with him over Thirty-two years of experience working at the Florida Department of Transportation. At the time of his retirement from FDOT he was the Federal Transit Programs Engineer, the District ADA Coordinator and was in charge of Grant management and administration of Multimodal programs. During his tenure at FDOT he was the Assistant District Final Estimates Engineer (1996-1998); a Traffic Operations Engineer: (1994-1996); the District Value Engineer Coordinator: (1986-1987); the District Quality Improvement Program Coordinator (1984-1986); and a Project Manager P.E II, for the Project Development & Environmental Office (1974-1981)

Randall C. "Randy" Wright, PE

Structures Project Engineer

A Graduate from Michigan State University (MSU) who joined C H Perez in 2010, Randy brings with him over 34 years of experience in structural and bridge design. Randy began his career with the Michigan DOT (MDOT) and remained with them over 10 years before joining the private sector. His expertise includes design, construction and safety inspection of transportation structures and buildings. He has worked on designs ranging in complexity from single span to multi spans continuous steel and concrete bridges as well as curved steel girder bridges and buildings. Randy serves as Structure Project Manager and overseas the design and production of all structures plans for the firm.

Scott joined CHPerez in February 2016 and brought with him over 30 years of experience in the fields of surveying and right-of-way mapping. Scott's experience includes 15 years at the FDOT District 6 Surveying & Mapping (retired as the District Location Surveyor); 4 years at the Miami-Dade County Surveying/Right-of-Way Section as the Assistant to the Head of the Survey Section; and 10 years in the private sector which started as a sruvey field crew man and finished as an office survey technician.

Bob retired from FDOT after twenty-seven years of service in October 2011. Bob's tenure at FDOT started in 1984 as District VI Assistant District Location Surveyor, in 1994 he was promoted to District VI Location Surveyor and in early 2002 he moved to District IV to become the District Surveyor for his last years at FDOT.
