a consultant working state-wide for Florida Department of Transportation Engineers and Technicians - from all offices within the
department - performing either management duties, roadway design training or developing construction documents for the implementation of improvements to the State Highway System. Carlos's main goal now is to ensure that all C H Perez
and Associates Consulting Engineers' clients receive the best possible service
including adherence to proposed schedules and staying within budget. Carlos' extensive experience in
and comprehensive understanding of the use the latest software
technology used by the industry ensures that his staff stays up-to-date in the clients requirements for such.
Vice-President / Surveying & RW Mapping Manager
Frank joined CHPerez in 2004 and brought with him twenty-one years of experience in the fields of surveying and right-of-way mapping. His experience include the development
of work schedules, assignment of duties to field supervisors, field and office coordination for a large number of projects both as FDOT in-house staff and as consultant. He is very familiar with the procedures
required to ensure the quality of the electronic deliveries. His knowledge of surveying within the FDOT Surveying community speaks for itself. Frank is currently the lead surveyor involved in the construction
surveying effort of the SR 836/I-395 Port of Miami Tunnel Project which recently finished its first stage to realign eastbound traffic and provide the space for the tunnel opening within Watson Island.
Carlos Francis, PE, PTOE
Vice-President / Traffic Operations Manager
A UF Graduate who joined CHPerez in 2006 and brought with him fourteen years of comprehensive experience in traffic operations and traffic safety. Carlos was, during his last four out of
ten years at FDOT District 6, the District Safety Engineer. His experience includes project management for several district-wide traffic operations and safety studies contracts, Minor Design contracts, ITS GEC contracts, and PD&E
contracts for the FDOT. He has also served the needs of the Cities of Miami and Miami Beach through transportation engineering type contracts. Mr. Francis has added capabilities of signing, pavement marking, and signalization design. In
addition, he was the FDOT’s project manager for several access management studies and took a lead role coordinating all aspects of these projects. Mr. Francis also has extensive traffic engineering experience at the
Project Engineer and Senior Traffic Engineer level, having completed a wide range of traffic engineering studies such as Signal Warrant Studies, Qualitative Assessment, Intersection Analysis, Arterial Analysis, etc. He is also proficient using the micro-simulation programs
CORSIM, SYNCHRO/SIMTRAFFIC, and TRANSYT7F.
Rafael S. Aguilar, EI

firms in both simple and complex jobs for FDOT, MDX and other clients. As of today, Rafael has worked with Carlos H Perez during eleven of his thirteen year career.
Alejandro "Alex" G. Meitin, PE
Vice-President / Civil Department Manager
A UM Graduate who joined CHPerez in 2009 and brought with him over 22 years of experience in the design and construction of highway facilities
ranging from limited access facilities to design of municipal streets, arterial roadways and minor intersection improvements. His experience involves all phases of urban and rural highway design including
vertical and horizontal geometry, right-of-way, drainage design, utility relocation design, MOT design, signage and pavement marking design, and cost estimates. He has experience in the construction of
projects ranging from minor resurfacings of arterial roadways to reconstruction of limited access facilities. Alex began his career as a PE Trainee in FDOT District 6 and remained with the District for 11
years leaving as a design project manager in Internal Design. He then went to work for the private sector in a worldwide engineering firm for over 10 years where he ran the design department and was
responsible for projects ranging in complexity from minor design to major limited access facility reconstruction projects. He has been with CH Perez for 2 years where he serves as Vice President and Civil
Department Manager and overseas the production of all roadway plans for the firm.
Maria Leonor "Leo" Mendes

Leo joined CHPerez in 2004, she brought with her ten years of experience in office management and has been a participant of the evolution of the company since its inception.
She has a Management Degree from the Universidad Simon Bolivar in Venezuela.

Keffler has been involved in the preparation of many traffic safety and impact studies, and projects for the FDOT Traffic Operation Office. He has over for 5 years of experience
in the coordination and training of technicians for traffic data collection. He also has been involved in several railroad projects for the FDOT Public transportation office and
the evaluation and resolution to Citizens and Officials complaints regarding ADA Compliance along the State Highway System.

who joined CHPerez in 2010, Randy brings with him over 34 years of experience in structural and bridge design. Randy began his career with the Michigan DOT (MDOT) and remained with them over 10 years before joining the private sector. His expertise includes design, construction and safety inspection of transportation structures and buildings. He has worked on designs ranging in complexity from single span to multi spans continuous steel and concrete bridges as well as curved steel girder bridges and buildings. Randy serves as Structure Project Manager and overseas the design and production of all structures plans for the firm.

FDOT where he served as a member of the Drainage Technical Advisory
Committee and designed, managed and reviewed drainage, water
resources and minor highway projects. He is experienced in storm water management trends and software
applications, including Geopak Drainage, ICPR, XPSWMM, HEC-RAS, ASAD,
CORSIM, HCM 2000, Hydrain, Arc-View, and MathCAD.
